Requirements for Provisional Registration

Note: All Provisional Certificates issued to a vessel have validity of three (3) months. Upon satisfactory completion, the vessel will be issued with a Provisional Certificate of Registry, Provisional Ship Station License and Provisional Minimum Safe Manning Certificate.

Timeline: The following documentation should be submitted within 90 days from the date of first Provisional Registration for the Permanent Registration of ships under Haiti flag and the issuance of Permanent Certificates.

Full Endorsement

CoE provides complete endorsement allowing the holder to serve in their certified capacity on HISR-flagged vessels.

3-Month Validity Period

The COR allows seafarers to serve temporarily while their full CoE application is being processed, providing immediate operational capability.

Important: All Officers on board a vessel flying the Flag of Haiti must be provided with the appropriate Certificate of Endorsement (CoE) under the International Convention on Standards of Training, Certification and Watch keeping for Seafarers (STCW), issued by Haiti Maritime administration.

Until the verification of the Authenticity of the CoC and GoC by the Issuing Authorities to be received, Certificates of Receipt of Application (COR) can be issued with a validity which does not exceed three (3) months. The COR can be extended further than three (3) months only at the approval of the General Ships Registrar.

Manning Requirements & MSM Allocation

Minimum Safe Manning (MSM) Allocation

During the ship entry registration process, Haiti International Ship Registry will review and allocate the appropriate manning composition (ship specific for officers and crew) according to her particulars and intended trading pattern taking also into consideration the requirements of STCW as amended, ILO and IMO principles.

Manning Requirements

Appropriate Manning

Vessels registered under Haiti International Ship Registry must be appropriately manned in compliance with applicable international and national provisions.

STCW Compliance

Seafarers employed on board ships flying the Haiti flag must be adequately trained and certified for their functions and assigned shipboard duties, in accordance with the applicable international requirements derived under the STCW Convention, as amended.

MSM Certificate Issuance

Once manning requirements have been allocated a relevant Minimum Safe Manning Certificate (MSM) will be issued.
